Memorandum by Mr. Roy Veatch of the Office of the Economic Adviser

Mr. Yoshizawa had called Mr. Veatch during the afternoon to say that he would be leaving for Cleveland that evening and that if the American reply to the Japanese statement regarding wool-knit gloves was not yet ready, Mr. Veatch could communicate with Mr. Hayama29 about it on Saturday. Mr. Yoshizawa said that he would be at the [Page 839] Embassy until after six o’clock, however, and it was arranged that Mr. Veatch would call him there if anything further could be said by that time regarding the American reply.

Mr. Feis presented a statement regarding the American proposal to the President and secured the President’s O. K. about five o’clock, so Mr. Veatch telephoned Mr. Yoshizawa and it was arranged that he should come to the Department and talk with Mr. Feis and Mr. Veatch about the matter.

Mr. Feis explained to Mr. Yoshizawa that a statement of the best offer which the Department could make to the Japanese had not yet been prepared and could not be presented to representatives of the Japanese Embassy until Saturday morning. He could give Mr. Yoshizawa the main outlines of the American position, however. He proceeded then to state in some detail the argument and the specific proposals contained in the American statement to be handed to Mr. Hayama of the Japanese Embassy on Saturday morning.

Mr. Yoshizawa repeated his understanding of the various points in the American proposal and then, as he left, said that he would send a cable to Tokyo immediately setting forth these principal points and then would send a further cable on Saturday after the Embassy had received the American statement.
