The Ambassador in Japan ( Grew ) to the Secretary of State

The Embassy has informed Kurusu of the Department’s suggestions and wishes, all of which were favorably received except that Kurusu could not bind himself to fulfill the suggestion contained in numbered paragraph 2. He said that he would have to consult with the Vice Minister for Commerce and Industry27 on Monday as to the feasibility of the suggestion and would inform the Embassy later.

Kurusu also most strongly urges that the American and Philippine Governments make every possible effort to control transshipments from Hong Kong to the Philippines which he said are the disturbing factor in the situation.

The Embassy again brought to Kurusu’s attention the fact that there is no intention to transfer from Washington to Tokyo the negotiations [Page 837] in regard to this question. Kurusu did not indicate from whom he obtained the impression that the negotiations had been transferred. Representatives of the Embassy have given no such impression.
