Reference Department’s mail instruction 1478 of November 10 in regard to oil situation in Japan.89 Grew informs Department that, in view of failure of Japanese Ministry of Commerce to confirm in writing oral assurances previously given in regard to security of [Page 802] future trade of foreign oil interests in Japan, British Ambassador at Tokyo has recommended to his Government that Eden discuss situation with Japanese Ambassador at London, and Grew suggests that Department take similar action in Washington. Department, strongly of opinion that suggested action would not be as expedient as direct approach in Tokyo by British and American Ambassadors to Japanese Prime Minister, has so informed Grew for his consideration in consultation with his British colleague.
