140. Your despatch No. 2076, October 14, in regard to oil interests in Japan.82 Proposed action, as outlined in concluding paragraph of your despatch under reference, has Department’s approval. Department [Page 799] suggests that, in your discretion, Embassy endeavor to obtain written rather than oral confirmation of Japanese Government’s assurances.

Not printed; in the final paragraph the Ambassador in Japan stated that confirmation of previous oral assurances by the Japanese Government had not yet been given, but “there is little doubt that the confirmation will be given in due course.” He suggested that the Embassy request “oral or written confirmation” of a memorandum of previous assurances to be presented to the Chief of the Commercial Affairs Bureau of the Japanese Foreign Office.
