504. Department’s 243, October 14, 1 p.m. Gauss reports that he does not consider that for the time being any acknowledgment is necessary of the letter from the Chairman of the Council but that he may take an opportunity to inform the Chairman orally that the matter has been referred for the consideration of the Department. I am sending to Shanghai by courier today code text of the Department’s telegraphic institution [instruction] under reference and am instructing Gauss that if the Chairman desires written acknowledgment he reply as suggested by the Department.

Attitude of the British Government and action taken by the British Consul General at Shanghai will be reported when ascertained.

Gauss reported October 5 that steps had been taken by the Council to disband artillery units of the Volunteer Corps which should effect saving of $95,000 Chinese currency.
