144. Your 266, May 16, 11 a.m., and 286, May 25, 1 p.m.26 If you have not already done so please repeat to Peiping and Nanking section 2 of Commercial Attaché’s report 313 of May 16 and all of report 325 of May 2526 in regard to proposed vegetable oil refinery.
In transmitting the reports under reference please include a statement of the Department’s desire that the Embassy, as in the case of the proposed tobacco monopoly, initiate a thorough investigation of the situation under reference; that it takes such steps as may be deemed appropriate and practicable with a view to safeguarding concerned American interests; and that it keep the Department promptly and fully informed.
