161. Reference proposed settlement of Hukuang Loan. Department is sending you by mail a copy of a memorandum of June 112 prepared by Thomas Lamont for Lord Alness, chairman, British Chinese Bondholders Committee, and a copy of the reply of Lord Alness of June 152 which in effect accepts the suggestions of Lamont that the British Committee join in an endeavor to obtain for holders of Hukuang bonds terms which are at least equal to those offered in connection with the Tientsin–Pukow Loan. The reply of Lord Alness states that the British representative in Shanghai (Cassels) has been instructed to cooperate with the American representative “in approaching the Chinese Minister of Railways along these lines.”
