Your 123, April 11, 2 p.m. In the absence of Atherton, substance of the Department’s views was communicated informally to Orde yesterday by Johnson.96 Orde made no comment except to say that they were still waiting for advices from the Treasury in the matter and he reiterated that it was not Leith-Ross who was conducting the negotiations, that Leith-Ross had only given advice.
