Embassy’s 540, November 12, 4 p.m. Tientsin communicated notice to Americans resident in Suiyuan and Ningsia and advised them if they found themselves endangered, or if the situation gave promise of developing in such a way as to threaten their position, they should withdraw to a place of safety. Several Americans have already withdrawn from Suiyuan. No report from Hankow.
