The Second Secretary of Embassy in China ( Atcheson ) to the Secretary of State

73. My 72, March 31, 11 a.m.66

1.
I am informed by British Embassy that a telegram just received from its Military Attaché at Taiyuan states that (1), according to official despatch, Government troops have reoccupied Shihlou and [Page 515] Homa (the press reported the reoccupation of Shihlou March 27, Homa March 28); (2), the Government’s 4th Division and one brigade of the 6th Division have entered northern Shansi; (3), the situation at Hungtung is serious but Government troops will shortly close upon the Communists in that area; and (4), foreign women and children have evacuated Luanfu (Changchih) in southeast Shansi.
2.
Tientsin’s January 1st list names following Americans: (all of China Inland Mission) at Luanfu: Dr. Paul Ernest Adolph, wife and two children; Eber J. Hazelton, wife and two children; and James E. Kester. The press reports that five foreign men are remaining at Luanfu and that an anticipated march upon that place by Communist forces has not developed.
3.
Repeated to Peiping, Tientsin, Shanghai.
