310. Your 247, October 17, noon, to Peiping. Foreign Office states that reports of a loan or of export credit from Great Britain are premature since neither plan has taken definite form. Foreign Office has received inquiries from the German Embassy likewise.

British Embassy, Nanking, confirms Reuter’s message dated London, October 20, stating that a representative of the Export Credits Department will come to China in accordance with the new scheme working with British official trade representatives; that the scheme will operate on a commercial basis and that no loan to China is contemplated.
