379. Following is based on press releases at Nanking:

H. H. Kung as Acting Executive Yuan President has issued circular [Page 448] telegraphic instructions to provincial and local authorities to following effect: (1) suppression of rumors and censorship of press to be carried out; (2) student agitation to be discouraged; (3) radicalism in factories to be suppressed; (4) commodity prices to be regulated; (5) food supplies to be controlled.

Yu Yu Jen, Control Yuan President, is consolidating support of the Government policies in East Shensi by conferences with prominent local officials.

Discord over power is reported between Chang Hsueh-liang and Yang Hu Cheng. Reds are advancing in East Kansu as rebels fall back on Sian. Both forces are preparing for a struggle for Weinan now held by rebels.
