The Counselor of Embassy in China (Lockhart) to the Secretary of State

612. 1. General Sung Che Yuan sent principal assistant to see me this morning to say, on behalf of the General, that: (1) General Sung will be responsible for the declaration of peace and order in Hopei and Chahar; (2) no matter whether Chiang Kai Shek returns to Nanking or is detained in Sian General Sung will continue to obey the orders of the Nanking Government, and (3) General Sung will not alter his policy of anti-Communism.

2. General Sung’s office does not yet have definite information of the release of General Chiang Kai Shek.

3. General Sung’s representative informed me that Yin Ju Keng, head of the East Hopei Anti-Communist Autonomous Government, left 4 days ago for Changchun, Manchuria, for conference with the Manchukuo authorities. He seemed to think some important negotiations may be going on in Changchun.
