The Consul General at Shanghai (Gauss) to the Secretary of State

515. My 513, September 25, 4 p.m.15 Japanese naval landing party has still further curtailed its activities and as a result conditions in Hongkew, Chapei and adjoining northern area in Chinese territory are gradually returning to normal.

Japanese Counselor of the Embassy informed me yesterday evening that the Sino-Japanese negotiations at Nanking had come to a standstill and that unless the Ministers of Education and Industry who flew to Canton yesterday to see General Chiang brought back satisfactory instructions, negotiations would probably be broken off. He also told me that Japanese are taking a very strong attitude but gave no inkling of the nature of their demands.

Copy to Nanking by mail.
