The Counselor of Embassy in China (Peck) to the Secretary of State

249. In an informal conversation with the Secretary General of the Executive Yuan today he informed me that the present Japanese [Page 272] Ambassador had told the Chinese Government that he would not insist on Hirota’s three principles but would try to improve Sino-Japanese relations by taking up first economic questions susceptible of settlement and that the Ambassador had also assured the Chinese Government that he would discuss all pending questions with the National Government rather than with local authorities even including economic projects in North China. The Secretary General expressed satisfaction with the way in which the Japanese Ambassador had acted as to these announced intentions. Repeated to Peiping.
