Referring to my telegram of July 9, 4 p.m.65 Marshals Chen, Pai and other leading military and civil members of Southwest Political Council yesterday addressed telegram to second plenary session at Nanking urging adoption of the five point program proposed by Southwest June 22. (See my telegram of June 23, noon, and June 29, 4 p.m.) Situation here remains quiet.
2. Sent to the Department, Peiping, Nanking, Shanghai and Hankow.
