119. Department’s 66, June 1, noon. In compliance with the Department’s instructions the Counsellor of the Embassy13 today called on the Vice Minister for Foreign Affairs and presented the facts as contained in the telegram under reference. The Vice Minister made no comment in regard to any future action or attitude of the Japanese Government in connection with the matter. Neville obtained the distinct impression from the interview that other governments can expect no cooperation from the Japanese Government at this time in the suppression of the smuggling.
