Department’s 203, June 29, 4 p.m. In the absence of the Minister of Foreign Affairs and the Under Secretary of State for [Page 128] Foreign Affairs who are both at Geneva, your message has been delivered to the official at the Foreign Office in charge of commercial relations. He expressed his appreciation and stated that the French Government knew that our government was making every effort to reach a satisfactory solution of the matter. He added that they were genuinely concerned here as to the effect which placing the recent liquor tax law in force would have on ratification by the Parliament of the trade agreement. Upon the return of the Minister for Foreign Affairs, I will take occasion to repeat your message to him personally.
