Have received copy of letter from Ministry of Commerce to Spanish importer of American cellulose stating that a 1936 contingent for product has been reserved United States but the giving of contingent is conditioned upon signature Commercial Agreement. Similar situation exists with regard to dried milk. It can, therefore, be logically assumed that unless agreement is signed we will receive no part of 1936 contingents.
