The Secretary of State to the Third Secretary of Embassy in Spain (Wendelin)

159. Your X–211, October 13, 8 p.m. The situation with regard to the guards at the Chilean Embassy reported in your telegram [Page 739] under reference is regarded as an interesting commentary upon the present relations between certain foreign missions and the Spanish authorities. In view, however, of the cordial cooperation which the Spanish Government has so far extended to you not only in the matter of guards for our Embassy and Consulate but also with regard to all other legitimate requests which we have had occasion to make, we do not desire that you should associate yourself in any way with the representations which the Chilean Ambassador, individually or jointly with other missions, may address to the Spanish Government. If the occasion arises, you may in your discretion confidentially inform the Minister of State of our attitude in this matter.
