Your August 16, noon, last paragraph4 and August 26, 5 p.m., first paragraph. The Department is very anxious to avoid any [Page 686] action which might in any way be considered as having the appearance of taking sides in the present unfortunate situation in Spain. In view, therefore, of the danger that contributions to local Red Cross or other relief funds might be regarded in some quarters as indistinguishable from contributions to one or the other faction, you should courteously refuse all requests to contribute to such funds.
