The Consul at Barcelona (Franklin) to the Secretary of State

My telegram August 16, noon.4 Red Cross at Barcelona has approached Consulate General for donation. They fear donations may be made to Madrid and not received by them at Barcelona.

My telegram August 20, 7 p. m.4 President of Catalan Council informed me in writing that his Government is giving and shall continue to give fullest protection to American citizens remaining in this district.

To date this is being done to the best of their ability. No Americans killed or injured to date. Embassies Madrid and Paris informed by mail.
