The Consul at Barcelona (Franklin) to the Secretary of State

Referring to my telegrams July 21, 10 a.m.71 and July 25, 1 [7?] p.m., President of Cataluña informs me that during these first days of revolution impossible guarantee protection Americans in Barcelona and suggests advisability of foreign ships coming to Barcelona with idea of taking those foreigners desirous of leaving city. Every facility in port for such purposes. All normal means of transportation and local communication paralyzed. Protection also promised those Americans travelling by car to France. French Consul General evacuating French citizens by ship and motor caravan. There is little control maintained over armed groups patrolling city recklessly and these groups consist of extreme radical elements. Please advise Embassy at Madrid.
