610. Department’s 442, December 10, 6. p.m.39 I understand the press carries the substance of the four Governments’ replies to the Franco-British démarche. Foreign Office points out all these replies support the work of the London Non-intervention Committee but that Germany, Italy and Portugal offer no support for the principle of mediation, the German Government in particular pointing out it has already recognized the Franco regime.
London Non-intervention Committee has already consulted both sides in Spain as to more extended control of importation of arms but as yet has received no reply.
[Page 613]British and French Governments are conferring as to further possible steps which might lead to successful mediation.
