Department’s circular strictly confidential, August 7, 5 p.m. Necessity for maintaining completely impartial attitude with regard to the disturbances in Spain is fully appreciated by Embassy and Consulate. We have urged this necessity upon Americans here and the fact that no Americans have been killed or injured thus far seems to warrant belief that they are observing impartial attitude.
