My 61, August 3, 2 p.m. Foreign Office has just informed me that a decree requiring licenses for the exportation of arms has been approved by the Belgian Government and will be published tomorrow in the Moniteur. The Foreign Office stated that it is the intention of [Page 459] the Government not to give any licenses for the exportation of arms to Spain or to any territory near Spain.
