Complied with your telegram of July 18, 3 p.m., in a conversation yesterday with Undersecretary of State.5 Embassy has this noon been informed by Foreign Office that the Minister for Finance6 has called for July 29, and that he will personally preside over a meeting of the chiefs of customs offices from all border stations. Instructions already have been sent to border officials to administer regulations less rigidly.
