438. Motion picture distributors have now received written communication from the Theatre Federation outlining the regulations, governing film imports for the year ending June 30, 1937. These are substantially along the lines of my telegram 424, October 22, noon. I am today bringing this entire matter to the attention of Count Ciano35 and am leaving with him an informal note setting forth the views of the American picture industry.
