The Chargé in Hungary (Stewart) to the Secretary of State

30. Department’s telegram No. 7, March 23, 4 p.m., and subsequent correspondence. I informed Baron Perényi yesterday that I would attend unveiling August 23, but would not deliver an address. He was disappointed but understood situation, and said he would probably communicate with Hungarian Minister in Washington6 to enlist his aid in obtaining an American speaker, as committee feels that bad impression would be created in Hungary and the United States if no American participates in program. Committee intends sending invitations to ceremony to the War Department and members of Congress through Dern7 and McReynolds.8
