Referring to my telegram of October 17, noon,22 Simpson has signed petition asking Chancellor for pardon, expressing regret for interfering in German political affairs, and promising never to do so again. This should make Consulate General’s efforts to secure Simpson’s release somewhat easier. I will present document to proper authority immediately together with supporting memorandum. Will continue to keep Department informed by telegraph.
