The Secretary of State to the Ambassador in Germany (Dodd)

13. Your despatch No. 2626.93 We desire in general to pursue the policy outlined in instruction No. 546 of January 21 last both as to treaty and other rights under international law. Accordingly if you find it necessary to discuss with the German Foreign Office a concrete case of injury resulting from the Nuremberg laws you may at that time indicate orally, to the German authorities that this Government assumes that the German Government will safeguard the acquired rights of all American citizens in Germany.

You may, if you desire, intimate our position informally to the British Embassy.
