The Department regrets that in your note to the Foreign Minister you departed from the specific phraseology contained in the Department’s telegraphic instruction No. 23, October 8, noon. In particular, the unnecessary introduction of the phrase “de facto” obviously may prove embarrassing, if the text of the note becomes known, in Ecuadoran-Peruvian relations.
However, since the note has been delivered please do not attempt to withdraw or modify the note in any manner.
