21. Your 27, April 23, 11 a.m.11 Address formal note to the Foreign Minister referring to your letter of April 19 and to his reply of April 22, and state that your Government has now instructed you to request formally that the representative of the General Motors Export Corporation in Santo Domingo be given suitable opportunity, in order to protect the Corporation’s interests, to confer with its agent, [Page 487] Barletta, about the Corporation’s business. State that this Government has taken due note of the statement of the Foreign Minister that the Barletta case is in the hands of the court, but that this Government is unwilling to believe that the Dominican judicial authorities and the Dominican Government desire to continue to prejudice the interests of an American company by depriving it of access to its agent, when it is evident that such access could be arranged under suitable conditions that would in no way defeat or hinder the pursuit of justice by the Dominican authorities.
