The Minister in Colombia (Dawson) to the Secretary of State

69. Yesterday afternoon the Minister for Foreign Affairs submitted the Bio de Janeiro protocol to the Senate with a lengthy message recommending its ratification. A bill approving the protocol was passed unanimously in first reading which is wholly perfunctory and was then referred to Foreign Relations Committee for report within 15 days.
