Paragraph number 3, my 209, September 18, 10 p.m. Bolivian delegation has orally informed Prisoners of War Committee that the Bolivian Government does not feel that it is necessary to take action on the proposal for the exchange of disabled prisoners “in view of the short time remaining before the Conference declares the war at an end after which all prisoners should automatically be released.” [Dawson.]
