Memorandum

1.
The total quantity of cotton piece-goods which may be exported from Japan to the Philippines shall be voluntarily restricted to 50,000,000 square meters for the period of one year beginning July 1, 1935, and ending June 30, 1936, (namely the allotment of cotton piece-goods during any half of the year shall be 25,000,000 square meters). In an unavoidable circumstance exception may be made for the first year in that the quantity exported from Japan to the Philippines during the first half (July to December) and the second half (January to June) shall be 20,000,000 square meters and 30,000,000 square meters, respectively.

The United States Government will not induce or encourage the Philippine Government to take any steps toward an increase of customs duty on Japanese cotton piece-goods imported into the Philippines. The United States Government will be good enough to obtain an understanding from the Philippine Government not to increase the present customs duty on Japanese cotton piece-goods imported into the Philippines.

The period of such voluntary restriction by Japanese shall be two years, provided that the biannual allotments may be transferred to each other within the same annual period to the amount of 10 per cent of the said allotment.

The Association of those concerned in Japan will strictly control the exportation of cotton piece-goods from Japan to the Philippines to the end that the present arrangement will be satisfactorily carried out. It is, at the same time, desired that the Philippine authorities concerned will see their way to using their influence and exercising cooperation to the same end.
