Memorandum by the Under Secretary of State (Phillips)
The Japanese Ambassador called this morning to present his new Counselor of Embassy, Mr. Seijiro Yoshizawa, who has just arrived in Washington and who will act for the Ambassador in the latter’s absence in Connecticut during the summer months.
Before leaving the Ambassador expressed his thanks and appreciation for the help which the Department gave in removing the danger [Page 985] of a tax on rayon [and] silk. He said that he had received no instructions to express these views, but that this morning he was in receipt of various telegrams of gratification from private parties, and was very glad for the occasion to express his own sentiments.
