The Assistant Secretary of State (Sayre) to the Japanese Ambassador (Saito)
My Dear Mr. Ambassador: The statement made on June 7 by a member of your staff to an officer of the Department58 that the [Page 975] Japanese manufacturers and exporters of cotton rugs would be prepared to extend for another year the arrangement to limit exports of cotton rugs from Japan to the United States has been noted with appreciation.
In acknowledging the cooperative spirit displayed by these manufacturers and exporters, I would like to have you know that a survey is now being made of the American cotton rug industry in an effort to determine if possible whether there has been an improvement during the past year in the condition of that industry. We hope that the survey will conclusively indicate that there has been a substantial increase in total consumption in the United States during the year, and if such should be the case, we would expect some measure of increased participation by Japanese exporters in the American market.
