The Ambassador in Japan (Grew) to the Secretary of State

The British Embassy today received a reply from the Foreign Office to its formal representations of November 24 on the subject of the oil monopoly in Manchuria. The reply restates the Japanese stand as communicated previously to the American and British Embassies and further deals with Manchukuo’s alleged non-responsibilities under the treaties between China and other countries. While the reply has not yet been translated it seems to be unconciliatory in tone.
2.
This Embassy has not yet received its reply although it is momentarily expected. When received and translated we shall telegraph the text or a digest thereof with our suggestions as to further steps.
