Department is of the opinion that the question of retention or of sale to the Monopoly of stocks now held by American oil interests is one for decision by the companies concerned.
2.
Based upon such information as is now available, Department doubts likelihood of a forcible seizure by the Monopoly of foreign-owned stocks. If, however, either the Embassy or the Legation at Peiping should receive evidence that such a step is seriously in contemplation by the authorities in Manchuria or in Japan, detailed reports, including recommendations, should be submitted promptly to the Department by telegram.
3.
In view of the report that the Petroleum Monopoly Law will be enforced April 10, do you or your British and Netherlands colleagues consider advisable any further approach to the Japanese Government at this time?

Department is transmitting to Peiping text of paragraphs 1 and 2 above.
