The Ambassador in China (Johnson) to the Secretary of State

Sir: I have the honor to refer to the Department’s instruction No. 1745 of September 4, 1935, regarding monopolies in China and the proposed tungsten monopoly in Kiangsi in particular, and to enclose for the information of the Department a copy of despatch No. 188 of November 16, 1935, from the Consulate General at Hankow,88 reporting on various phases of the actual operation of the Kiangsi Tungsten Mining Bureau. It will be observed that, according to the testimony of businessmen as reported in that despatch, the Bureau in question has not yet taken any action which could be found objectionable on the ground that it constituted monopolistic interference in normal commercial relations.
