138. Your despatch No. 3503 of April 12 in regard to the Hunan Antimony Syndicate. Although your despatch under reference indicates clearly the views of the Chinese Government and, to a lesser degree, the views of the British and Japanese Legations in regard to the syndicate, it does not include either the views or recommendations of the American Legation as to possible future action.
Department, before giving further consideration to this subject in the light of the note addressed to the Legation by the Ministry of Foreign Affairs under date April 4,78 desires to receive, either by radio or by mail, a statement of your views and recommendations.
