Sir: I have the honor to enclose, in supplement to the Legation’s despatch No. 3487 of April 4, 1935, in regard to the restrictions and hindrances upon trade in Kiangsi Province, a copy of the Hankow Consul General’s despatch to the Legation No. 87 of April 13, 1935.77
The Consul General’s despatch indicates that the Kiangsi Provincial Government has directed the abolishment of the salt and petroleum public sales bureaus in the districts where the blockade has been lifted, “huchaos” continuing temporarily to be required for shipments of over 100 catties, and that the scheme for the establishment of cooperative societies to monopolize the kerosene trade appears to have been dropped.
