Your 96, May 7, 3 p.m. The Department desires that you inform Beall that as the proposed inquiry relates to the question of bringing about notification to the Department that the Chinese Government desires that export of the airplanes from the United States be authorized, the Legation is not in position to interpose in a matter where the initiative and responsibility lie with the Chinese Government and the interested American firm.
