The Minister in Switzerland (Wilson) to the Secretary of State

Sir: With reference to the Legation’s despatch No. 3863 of April 30, 1935 concerning the export of arms to China, I have the honor to transmit herewith copy and translation of a note dated May 2, 1935 from the Federal Political Department63 concerning this matter.
From this note it will be seen that the Political Department states that the Federal authorities are at present studying the method of establishing legal provisions for the strictest control of the export of arms and munitions from Switzerland to foreign countries and that it states further that nothing indicates the possibility that arms and munitions of war are being manufactured in Switzerland for contraband shipment into Chinese territory.
