The Consul General at Hankow (Josselyn) to the Secretary of State

63. My November 30, 4 p.m. Ho Lung and Hsiao reported to be moving rapidly westward from the Yiyang–Sinhwa area towards the Kweichow border which they may already have crossed. American Catholic Mission in Chihkiang telegraphed yesterday that Hsiao was moving by way of Hurigkiang, Ho Lung by way of Chihkiang and a third body by way of Mayang. Most of the troops in the province are in the northwest. Some nervousness in Changsha where there are practically no troops and numerous missionaries have moved there from Yiyang, Ningsiang and Poaking. Reenforcements reported on their way from Kiangsi and the Hunan troops are following the Communists. The Standard Vacuum Oil Company are holding their steamer Meishan at Changsha pending developments.

2. Hunan Provincial Government telegraphed me November 30 that it ordered the military units at the front in conjunction with the magistrates to protect missionaries in Chihkiang and other districts. Repeated to Department, Peiping, Nanking, Canton.
