96. Legation’s 87, February 23, 4 p.m. Following telegram has been received from the Consul General at Hankow:

“February 26, noon. My February 23, noon, paragraph 2. In reply to my telegram of 22nd, Shensi Government telegraphed 25th that it had telegraphed General Sun Wei Ju to circularize his officers and men to afford adequate protection to the missionaries of the various countries. Also that telegrams had been sent to the various magistrates instructing them to afford protection to American missionaries and other residents and that when necessary they be escorted to places of safety.

A reply from the Kansu Government of February 24th states Red brigands not threatening south Kansu.

A telegram from Shenminhsien, Kansu states they are preparing for evacuation when necessary and that there is no apparent danger yet.”
