The Consul General at Shanghai (Cunningham) to the Secretary of State

While meetings of foreign bankers of Shanghai have not led to any agreement, I am reliably informed that the attitude of the [Page 644] banks toward surrendering silver to Chinese Government is substantially as follows: British and American banks willing if others accede, Continental banks willing on payment of reasonable amount fee to cover their losses in holding silver and Japanese banks very reluctant as they seem to have opinion that recent currency changes will not work out satisfactorily.
