“Secretary Morgenthau, Washington. Conditions interior much better than 1 year ago. Silver policy not responsible for situation here which is due entirely to real estate inflation and over speculation. Organized propaganda by these speculators strong against silver which has not created situation or responsible. Apparently heavy [Page 594] foreign exchange purchases by leading officials and in one case estimated foreign balance 6,000,000 sterling. Moffett.”4
