The Counselor of Legation in China (Peck) to the Secretary of State

53. On March 21, 3 p.m. I called at the Foreign Office and was given the following aide-mémoire dated March 21:

“Under date of March 8, 1935, the British Government advised the National Government of its view that full and frank communications concerning China’s economic and financial difficulties should be undertaken among the governments most closely interested, and stated that it had already communicated in that sense with the Governments of Japan, the United States of America and France.

The National Government has stated, in response to the British Government’s inquiry as to its attitude, that it welcomes the action of the British Government in opening discussions with the governments chiefly concerned and holds itself ready to participate therein.”
